This study aims to analyze the administrative and technical realities affecting the efficiency of Quality of Service (QoS) management within the Telecommunications and Postal Regulatory Authority in Sudan. The study employed a descriptive-analytical approach, relying on a questionnaire distributed to a sample of 45 employees within the organization. Data were analyzed using SPSS software to extract statistical indicators related to the level of administrative and technical performance. The significance of this study lies in its contribution to identifying organizational and technical gaps that affect the effectiveness of service quality management. It also provides a scientific basis for developing an integrated model based on management engineering methodologies and decision support systems, with the aim of enhancing the efficiency of service quality monitoring in the telecommunications sector. The results related to the administrative reality showed a decline in the average scores for most items, indicating weaknesses in the organizational structure and internal coordination. This may lead to slow decision-making processes and weak implementation of organizational procedures related to service quality. As for the results related to the technical reality, they indicate the availability of a moderate technological infrastructure. However, limited technical training and a lack of system integration hinder the effective use of data in the service quality evaluation process. The study concluded that the Telecommunications and Postal Regulatory Authority suffers from deficiencies in its administrative and technical infrastructure, stemming from political and economic factors that have hindered its ability to keep pace with digital modernization and provide optimal customer service.
The study recommended the necessity of taking immediate and decisive measures to develop the telecommunications sector in Sudan, thereby contributing to improved telecommunications services in accordance with the recommendations of the International Telecommunication Union.
