- Enaleev A. Coordinated management mechanisms in active systems
The background and recent researches of the incentive compatible mechanisms in active systems performed by the author are presented. These include the correct mechanisms optimality with full awareness of the center, the optimality of open control principle, the optimality of the incentive compatible mechanisms with incomplete awareness of the center, building optimal incentive compatible mechanisms in network active systems, coordination of network partitions, mechanisms in multi-element active systems with a dual network communication structure. The first parts of the article bring together the methods of coordinated management published at different times, and the last part describes the new results of constructing and analyzing coordinated mechanisms for dual network structures based on the results of previous studies. The dual relationships of agents are determined by the totality of relationships between the sets of acceptable values of agent strategies, and the totality of relationships in the goal functions of agents.

The urgency of approach to the correct description of arbitrary expert creative method is substantiated by the need of increasing the effectiveness of the application of these methods. For this purpose it is also desirable to create the models of such methods for their correct comparison. As a result study of the research the approach to the correct description of expert creative method is developed. The eight postulates are proposed and three base hypotheses of a study are introduced. Are considered: 1. The necessary and sufficient conditions for the identification of the arbitrary variety of the brainstorm. (Mathematical assertion 1). 2. The necessary condition for the correct description of the arbitrary expert method (Mathematical assertion 2). 3. Necessary condition of the adequacy of the model of the potentially possible variety of the brainstorm (Mathematical assertion 3). Six levels (scale-number gradations) of the tactlessness of the description of expert method are introduced and their substantiation is given. For the first time the condition, which makes it possible to separate the totality of brainstorms from the totality of the varieties of the method of the focal objects, which have the identical mechanism of obtaining new information on the stage of the generation of ideas is examined. The conceptual apparatus for experiment on the theme in question is developed. Formal determinations of the concepts are in particular given: “essential parameter (characteristic) of procedural component of method” and “essential parameter (characteristic) of descriptive component of method”. Furthermore, the concepts: the identification, desirable and unessential parameters are introduced and are substantiated. Subsequently, on this basis, it is proposed to develop the adequate model of the potentially possible variety of a brainstorm.

The transition to the digital economy affects almost all spheres of human activity. Digitalization brings a lot of positive things, but it also faces counteractions, with negative consequences, which are connected, first of all, with the social problems of modern society. As the experience of digitalization in other countries shows, the main challenges it faces are not technical, technological problems, but social and methodological ones. Thus, along with the problem of utilization of the released labor resources, perhaps the most significant is the problem of training specialists of the digital formation with new competencies that are not in the list of current Russian Federal State Standards of Education. The challenges associated with the transition to the digital economy are presented in the formation of an innovative block of behavioral competencies of specialists associated with the formation of a person with creative potential, in finding optimal solutions, their implementation and responsibility for the consequences of decision-making. The problems of digitalization affect the efficiency of the digital economy in general and the management of its automated systems in particular. The solution of these problems lies, first of all, on the shoulders of the education system – a critical government infrastructure with a delayed result. Only in the case of an active, full-scale qualitative restructuring of the educational process today, we will be able to get a tangible result in 5-7 years. As one of the outcomes of this article is a list of areas of knowledge and competencies that require modern IT-business from young professionals of the digital economy.

А problem of the management of liquidation process of floods consequences was formulated based on the system analysis was. System dynamics was used to solve this problem. The characteristics of floods consequences are determined and the causal diagram was constructed. The model to define characteristics of floods consequences affecting the amount of damage was developed and is represented by a system of nonlinear differential equations. The results of solution of system of differential equations were compared to a real data of the flood that occurred in Primorye in 2001. The algorithm of solving the problem of management of liquidation process of floods consequences in which a control functions are presented in the form of the action plans aimed at reducing the characteristics of floods consequences was developed. The software package was developed to implement models and algorithms. The structure of the complex of technical means of management system of liquidation process of floods consequences is developed. An informational-logical scheme illustrating the main stages of the implementation of the developed mathematical software in the structural subdivisions of the EMERCOM system of the object and territorial level has been formed.
