- Saltykov S. According to the results of a computational experiment using decision rules of criteria importance theory can reduce 2–5 times the time spent on constructing a value function compared with a traditional approach of utility theory. For the case of two-variant and two-criterion choice the theorem is proved to quantify how many times criteria importance theory allows to reduce the proportion of cases when the value must be constructed.

- Agaev R. This paper is devoted to consensus problems in discrete multi-agent systems whose communication digraphs consist of disjoint strong components. It is shown that any block in the power limit of a decomposable and aperiodic influence matrix P of a digraph G is proportional to the corresponding block in the power limit of the influence matrix of the digraph Gh obtained from G by combining the strong components by means of a minimal cycle. It is proved that for some arc weights in this minimal cycle, the power limit of the influence matrix of Gh coincides with the resulting matrix of the orthogonal projection procedure applied to G.

- Mishin S. We minimize a cost function by choosing an optimal delegation of authority (DoA). DoA means distribution of management actions needed for a production subsystem between managers with complicated duplication of each others’ efforts. Formally this problem is equivalent to optimization of production volume distribution between firms with complicated exchange of products and multi-output cost functions. We have proved general properties of optimal solution which allow finding out optimal DoA for several classes of cost function. Key properties of managers’ cost functions hold true for a cost function of a whole management subsystem with optimal DoA.

It has been found that regional inequity in HIV prevalence is closely linked with prevalence of alcohol and drug abuse, which could be considered as a value of social maladjustment in population. Accounting influence of these processes on HIV risk-group formation allows explaining regional epidemic scale inequity and evaluate effectiveness of counteraction measures. We introduce the model, put the problem of model identification based on the data of Russian regions, and present results of data analysis.
